Every cell phone tower we use today, has been placed with careful attention to
wireless signal propogation principles, terrain, and man-made structures.
Planning, construction, and maintenance of a tower network stretching wide areas couples the signal
propagation concerns with accessibility and exposure concerns. For example, the position of a tower might be compromised
to a slightly less effective location in favor of it being closer to existing road
infrastructure and out of the path of natural hazards.
The following page from VirginiaTech demonstrates the shortcomings of top down views
attempting to describe terrain features and elevation for the towers.

With a full 3D model, decision makers can more easily and effectively appreciate the terrain,
obstacles such as rivers, dangers similar to avalanche, and opportunities like road networks.
